Key Tool – Project Charters

Project Charters provide a structured way to define and approve new projects before they enter your portfolio.

Creating a charter

Click the Add button to start a new charter. A charter captures:

  • Project Name and Mandate / Business Need
  • Deliverables (what you’ll produce)
  • Success Criteria (how you’ll know it worked)
  • Business Value Measures (impact on Quality, Cost, and Timeliness by Area of Impact)
  • Project Resources (Sponsor, Project Manager, Core Team, Subject Matter Experts)
  • Functional Intersections (external functions involved or impacted)
  • Lifecycle Plan (timing, non-FTE costs, and key milestones for each project stage)

Editing a charter

Only the charter owner can edit. Deliverables, Success Criteria, and Business Value Measures are dynamic lists where you can add or remove items. Project Resources uses a drag-and-drop interface to assign people from your organisation’s resource pool.

Viewing a charter

The charter is only viewable by you until you add delegates (Reviewer/Approver), who see a read-only version of the charter content.

Reviews

When your charter is ready for feedback, add reviewers from existing resources or create new ones. Each reviewer receives an email invitation with a unique link. You can view all review comments and add your own responses.

Approvals

When the charter reaches Approval status, add approvers using the same process. Approvers receive email invitations and can submit their approval comments.

Versions

The Versions panel shows the current version number, status, and a history log of previous versions.

Deleting a charter

Owners can delete a charter as long as it hasn’t been converted into a project yet.

Delegate Access

Reviewers and approvers who aren’t VPMHR users can access charters via a unique link sent by email.

PIN security

First-time visitors set a personal 4-digit PIN. Return visits require that PIN. Sessions last one hour. A “Forgot your PIN?” option is available. If an account becomes locked, the page displays a message that a fresh invitation has been requested.

Invalid links

If a link has been revoked or is no longer valid, the page displays a clear error message.

What delegates see

Delegates see the full charter content in a read-only layout, plus the current version and status. Reviewers can add comments when the charter is in Review status. Approvers can add comments when the charter is in Approval status.
